What's the point of a fully refundable nonendorsable ticket?

What's the point of a fully refundable nonendorsable ticket?
Does anyone have a clue? Is it so noticeably cheaper for an airline to refund the ticket than go through endorsement procedures or is it just they're making it a pain for you to switch carriers?

Some airlines don't have ticketing agreements with other airlines. For example, a refundable ticket on Southwest is not endorsable to any other airline.

I was referring to IATA airlines, of course.

The fully refundable fare may be lower than the IATA full Y fare. It would make sense in this situation to make it non-endorsable.
