Oh! You didn't mention that your second flight was international. You need to be at the gate even earlier. Also 4:00 to 5:00 will be the worst time for security.
I'd stay in the airport, check out all three RCC's and write up a review for trip reports. I would really HATE to see you miss the international flight.

i'd say 7 hours would warrant going downtown, but keep in mind that ground transport is a pain. one thing to keep in mind is that there's a free(?) bus from the air&space to the annex, which you could take advantage of in one direction. if you go on a weekend (incl fri and mon), i suggest you rent a car.

If you like good beer, one of the area's best microbreweries (with restaurant attached) is about ten minutes away from IAD. They've also got some affiliated bars inside the secure area of the airport, but at the brewery there's typically more than 30 different styles of beer, all made in the next room, on tap.
The Old Dominion Brewing Co. also gives free tours (with free beer) on weekends.

Bring a good book, or plan on what you are going to do in Munich.
As posted above, between the people-movers, security, and the extra time to get back in for an Int'l flight, you really do not have much time for anything outside the terminal.
If the airport is not too busy, and you get in on time, you could try for the Air & Space Museum, but REALLY make sure you have transportation waiting for you up and back. Even then, you will only get a cursory look at the museum (which may still be worth it).
Caveat -- if you have ANY thought that you might not get back (and through security) in time, DO NOT even try to go outside the terminal. It is not worth missing your flight, and IAD is just not reliably convenient to anywhere.
