Well, a combination with public transport (Washington Flyer bus combined with the metro) is the best way to not deal with the variations in traffic on DC-area streets/highways.

The easiest way is a taxi, but it's also the most expensive and is subject to the routine traffic headaches.

A cheaper, although a bit less frequent way is to take bus B5 up to Rosslyn Metro station. Or if you are going to somewhere near L'Enfant Plaza anyway, take it all the way up there.

Schedule at http://www.wmata.com/timetables/dc/5a.pdf

http://www.washfly.com/metro.htm has info. Under "Location" there is a map on where to find it at IAD. The coach takes you the West Falls Church (WFC) metro stop. Where you get dropped off is where it picks you up too. The WFC metro stop is on the Orange line. You want to take the line going toward New Carrlton if you are heading to DC. If you are heading toward Dulles Airport then you take the Orange line toward Vienna and just get off at WFC.
