RE your first question, I believe you will still have to get your bags and clear Customs at JFK, even if you can do Immigration in Ireland, then get to Terminal 7, which would at best make any connection at JFK very tight. If you can check in for your UA flight in Ireland, and you don't check any bags, it's probably doable, but it may not be a legal connection, which could cause you a big problem if you can't make it. If you can't check in for your UA flight in Ireland, and/or have to check bags, I'd forget it.
Re your second question, LGA, EWR or something else? LGA would be closest, but that's a bad hour unless it's on a weekend. It's not terribly far, but the rush hour traffic can be very rough.

If your hopping from terminal 4 to 7 and you pre-clear immigration--you MIGHT have a chance. Id look for a flight around 8 or 9 to play it safe. I dont see you making this connection....

A huge factor in the likelihood of making the connection is whether you have checked bags or carry-ons. As mentioned by an earlier poster, you may have pre-cleared immigration, but not customs. If you have only carry-on luggage, you'll likely save 10-20 minutes, both in waiting for the bags, and then waiting for others in front of you at the customs line. Then, when you get to the UA terminal, you'll save much more time if you have only carry-on.
According to the computer-modelled WAG system, you'll make the connection 38 times out of 100 without checked luggage, but only 5 out of 100 times with luggage.
The flight you listed is going to IAD, and it appears to be the last UA JFK-IAD flight of the day. From LaGuardia (about 30-45 mins by taxi, or about 45-60 mins by airport bus), United or US Airways have flight to IAD (at 8.10pm) or to BWI at 9pm and 9.59pm.

Hi again , I certainly appreciate all the helpful advice.
According to Aer Lingus, it will take 45 minutes to process to landside in JFK.
It was all getting a bit too close for comfort and those late flights are pretty expensive so I'll be staying the night in New York and flying to MEM out of LGA via IAD for the princly sum of only $165 (AirTran)
I certainly do appreciate the good advice , thanks all.
