You need to file a formal complaint IMMEDIATELY with customs. If for no other reason than to make sure this doesn't happen to him again. I hope he has a badge number of the officer(s).

They do respect their own law as long as they have "reasonnable doubt" to think that an alien is either a terrorist or a criminal. Of course, reasonnable doubt is never defined.
