National Airspace System Status

I sometimes look at this page:
http://www.fly.faa.gov/ois/

Does anyone know how to read the Facilities column in the Ground Delay Programs table? The help page doesn't explain all the abbreviations. In particular, right now it says:
SFO 10West+CZV_AP

I'm guessing it means that the western US regions (10 of them?), and the west coast of Canada (plus "AP"??), are on hold if inbound for SFO. But does anyone know for sure?
