Do i have enough time for transit?

Not sure if this is the right place to post this question.

I am scheduled to fly from YYZ-SFO (AC connecting SQ)-HKG on an award ticket, my flight arrives SFO at 10:24 pm and SQ departs SFO to HKG at 0:15AM. This gives me a less than 2 hours of transition time.
From my understanding, the states is taking fingerprints and photos for security reasons (starting next Monday), and that the baggage cannot be checked all the way thru to HK (ie i must pick up my luggage in SFO and re-check in). Do i have enough time?

I haven't taken this particular connection, but I think you should be fine. You should actually be able to check your bags through. Toronto has USA customs and immigration preclearance, so I would get to the airport there plenty early for all of the new so-called "security" measures. Your flight will then arrive at SFO at domestic terminal 1 without further formalities. You can walk from there to the international terminal; there may be signs directing you to take the AirTrain, but it will be faster just to walk around the ticketing lobby. If Air Canada is able to give you a connecting boarding pass (I'm not sure on this one), then you will be able to go straight through the international terminal security and on to the gate for your SQ flight. Otherwise, you will need to stop at the SQ ticket counter to get your boarding pass.

Have a great trip!

Assuming nothing has changed lately, HomelessScientist is correct - 100 minutes or so will be more than enough time, since US Customs/Immigration will clear in YYZ.

Just make sure and allow yourself lots of time in YYZ to go through that, just in case.
