FED Security Fee On/Off/On again?

We all know the official story why the Feds imposed the "security fee" that all airlines pass onto us. But does anyone know why this security fee was rescinded, and for how long this period lasted? Apparently, the security fee has been "re-established" as of Oct 1, 2003. I bought a ticket in Sept and didn't pay a security fee. I delayed and bought more tickets in Oct and had to pay a $10 security fee per ticket.
