I don't know what age limit Hotwire has, but you can't use Hotwire for Singapore.
You can use http://www.priceline.com.hk or http://www.priceline.com.sg or http://www.priceline.co.uk (I think all have an age limit of 18 to book a room, but be sure to double-check).

I don't know anything about the age limit (I'm too old for that...). But in general I prefer Priceline. I usually check Hotwire to see if they have anything available on the date and location I want to stay at a hotel, then I check some other sites (including BetterBidding), go to PL and bid lower than what Hotwire offers. Usually that works great.
I use Priceline only for hotel rooms and an occasional car rental, never for airfare.
