I just stayed at the Hilton for US$90 a night, which is ok. The Regent is aboout $120 or so.
The Summit chain hotel just off Orchard is quite nice and is just under $100.
The Le Meridian was about $80, but it is too far down Orchard for me.
You can probably do better on Priceline, but it will be the luck of the draw.
As to the later issue, I usually start with, "Hi!"

You need to visit www.BiddingForTravel.com started up by none other than a flyertalker. Pre-SARS, we got Marriott for about $55/night. It was just fine.

I will find out for myself in another month if they are regular patrons or "professionals". I am actually staying there at the Marriott, hoping to get an upgrade room with my Platinum status. However, it is a bit pricey right now at around $130 a night I think.

Try Reliance Travel in Singapore
http://www.reliance.com.sg
And click on S'pore hotels there...
Some good quality hotels there for around S$100. The Hilton on Orchard Road goes for S$185/night. I would use BiddingForTravel.com though and bid through Priceline (sometimes the regional pricelines may be better - ie priceline.com.sg or priceline.com.hk)
Marriott is definitely worth getting if u can get it through priceline, excellent location cnr scotts and orchard and next to the orchard MRT.
enjoy SIN!

I always pick up a room at the hotel desj at changi - which is where excess inventory is sold by hotels. Often the best deals around and often with extras such as free dry cleaining - late check-out, etc. You can call the hotel desk and ask them for some pricing info (phone no. on changi web site) to get a feel for what is available - though you can only book on arrival. I doubt prices would be lower than the priceline offer at marriott mentioned above - but you'd have a large choice of hotels and price ranges.
