Similar to what you are asking, though not exactly, the US has Inspass if it's still operational:

I don't think anybody just scans a passport, they need to make sure the person using it is the person's whose passport is being used.

Malaysia is issuing passports to its citizens with embeded 'smart cards' type technology so in the future, they can easily do a scan.
However, is guyin really asking if any country would automatically scan a foreigner's passport? That would be very unlikely, except possibly for bordering countries on friendly relations.
