How to get INSPASS as a foreigner

I was thinking about getting myself into INSPASS. I tried afew years ago but then it was for business trips only and mileageruns did not count. Did that cange? Is there a fee to sign up? How much? How to do itß I go in and out the US about 8 times a year.

Enrollment is trivial and quick. I usually do my renewals in either JFK or EWR, and it rarely takes more than 15-20 minutes. INSPass is a wonderful program, and I hope that it continues.
