Germany tops my list. An easy 200 discrete visits (all post-reunification), and I've never been to Berlin. Indeed, of the 30 largest German cities according to wiki, I've visited all 26 Western ones, but none of the 4 Eastern ones: Berlin, Dresden, Leipzig, Chemnitz.
Italy is second with about half as many discrete visits, but with Rome as the only top-30 city by population where I've yet to drink an espresso. USA, Canada, Turkey and The Netherlands round out the list of more egregious examples.
