Seem like a good move to me. Keeping explosives off the airplane sounds a lot more effective than making sure the bomber is on board when the explosive goes off. There seems to be an ample supply of those who don't find that to be a significant deterrent.

Domestic checked-bag matching went away when 100% checked-bag screening for explosives was implemented. I believe that was around 2003?

IMO, the screening is much more effective than matching and matching can create significant delays for very little additional benefit over screening alone.
