Baggage fees based on operator or codeshare airline?
I am looking at a flight itinerary of flying from HNL to MEX via a layover in LAX. The HNL-LAX flight is Delta and the LAX-MEX flight is Aeromexico.
I have the option of purchasing the itinerary either from Delta or Aeromexico, since they are Skyteam partners.
Buying on Delta is cheaper by $80.
However, I am bringing a surfboard which costs $150 via Delta's policy and $50 via Aeromexico's policy.
If I buy via Delta, I assume I will be charged the $150. If I purchase from Aeromexico and the originating flight is an "Aeromexico flight operated by Delta", will I be charged only $50? Or will I be charged $150 for the first leg and $50 for the second leg since I will probably need to go thru customs and re-check my surfboard?

Yes. The flight number simply indicates the marketing carrier. The operating carrier is the airline actually operating the flight - i.e., Delta.

regardless of what you may have been told, and by whom, it's probably best to be ready to pay the higher rate rather than arguing about it in real time

To be clear, you are flying on an aircraft operated by DL. The DL employees who tag the item do not even know what AM charges or if it charges for the item.
Be prepared to pay the DL fee and if AM told you otherwise, claim the difference back from AM afterwards. But, make sure you have something from AM saying so.

There's an important piece of information missing here. Are we talking about prepaying for the surfboard or about paying when you check in?
If you pay when you check in: as posted, you check in with DL, so DL policies (including checked baggage fees) apply.
If you prepay, your record will show a notation that you've paid for a surfboard and you'll have a printout or a phone confirmation e-mail to that effect. No cash changes hands at the counter. AM prices apply if you buy the ticket and pay for the surfboard then.
