FedEx?
FedEx operates B727's. About two years ago I recall seeing a FedEx B757 parked away from the terminal area at DCA. It stood out like a sore thumb. I haven't seen a FedEx presence there since.

Private? Kalitta? I've seen a few odd aircraft in Kalitta colors over the last couple of years - they seem to pick up/fly the aircraft everyone else gives up on - 727, DC-9.
Kalitta Charter division is among the top remaining 727 fleets and

From http://www.flightradar24.com, I see a few 737s, a 717 and many 319/CRJ/DASH8/GLF4's arriving in the morning, but no 727s.

just remembered seeing what I thought was a TU-154 on approach to Dulles a couple months ago; wikipedia shows there are a couple dozen of those still in service with the Air Forces of various former Soviet republics, but IAD would be a much more likely destination for a Tupolev than DCA ...
