Move added visa pages
So I went to my local US consulate and had pages added to my passport because I was running out of space.
On my previous passport, they would put it in the middle of the passport (where you can see the string they use for binding) which was great because the passport could fold nicely.
Even though I wanted only one set of added pages, they added two sets (okay I'll survive). The issue is that they decided to put it in random pages, and both are crooked so I can't even close my passport book anymore.
Without thinking about it, I removed both added sets, and stuck them on top of each other in the middle of my passport, so now it folds up real nice. In the process I had to move one of the visas in my passport (because it was stuck together).
So now I'm thinking perhaps I shouldn't have done it? Do they record what pages they put the added pages in? They can obviously tell I moved it, not because I ripped anything (I didn't), but as I had to move the aforementioned visa.
I considered removing the extra one I don't want, but they added a note that clearly says two sets were added, and I have the issue where if I remove the expired visa, I can get in trouble because it could appear that I entered that country illegally.
Any thoughts on this?

If it looks professionally done, I doubt there will be problems. If it looks like you've messed with it, then yeah, you're likely to get a lot of extra scrutiny.
I had one extra set of pages added once and it had the wrong passport number written on the note for added pages. No one ever noticed in over 4 years.

In my opinion, I think originally it was done in a rush (it was getting close to their lunch break) and now it looks a lot more professionally done… except for the visa I had to move.
Right now it looks a bit weird, but I imagine with a couple few more stamps, nobody will be the wise.

If it looks professionally done, I doubt there will be problems. If it looks like you've messed with it, then yeah, you're likely to get a lot of extra scrutiny.

The passport was so thick and unseemly (allegorical representation of the US government?) that not only did the scans stop working early on, but also every now and then an immigration official would give up looking for the entry stamp.

How to Add Extra Pages to Your U.S. Passport
Both times I did it I paid extra to have it same-day rather than waiting for it to be mailed in and back. Make sure you check the box to get two sets of blanks for the same low price as the single set.

New pages is $82 [up from $0]. Who is charging you $180? Are you talking about an expedited passport renewal in the US? 110+60+12.85 = $182.85
