My personal opinion is that children who are not mature enough to stop crying/whining on command (age 4?) should not be allowed to fly business of FC. but beyond that, why not?
My kids flew J to Europe a few years ago. They were 8 and 7 at the time. They were well behaved; I quickly stopped my son from playing with his seat, which was one of the shell kinda-sorta-almost flat sleepers.

I had to calm my 5 year old down from banging the table with a knife.. at supper.. this after a 12 hour tour, part of it in the hotel Mexico sun..
10 seconds of this, and I dealt with it.. told him to stop and gave him a time out.. thereafter the waiter coming to me and addressing the noise.. I was on top of it immediately, but was dragging chairs to set the table up.. plus the infant needed a high chair.. so was dragging that over the table to..
Could use some help from the waiters.. setting up the table..
