I've confirmed that there is no Foreign ATM transaction fee for Ally. I've used my card in Japan and Canada, and have seen no fees at all.

State Farm Bank (an online bank affiliated with the giant insurance company) has a checking account with a $100 minimum balance to avoid all fees that does not charge ATM fees of its own and also does not have a conversion fee.

My credit union checking account doesn't have a minimum balance or ATM fee on its side, but does charge 1% on conversion.
