Does a Stopover 'consume' an allowed transfer

Question Does a Stopover 'consume' an allowed transfer

I'm looking at a fare rule that has the following:
Stopovers:
2 STOPOVERS PERMITTED - 1 IN EACH DIRECTION

Transfers:
6 TRANSFERS PERMITTED ON THE PRICING UNIT - 3 IN EACH
DIRECTION
The fare rules says no more regarding stopovers or transfers

If I stopover in one direction, does that 'consume' one of the 3 allowed transfers?
Or in other words, if I stopover in one direction - do I then still have the 3 transfers available to me?

Another question - if the fare rule says nothing regarding HIP (higher intermediate points) then should I assume HIP applies or not?

FYI the fare rule I'm looking at is LA/SYD/IGR/NLELE807
and thinking whether I could fit in IPC as a stopover
