Provider : DNS lookup error
so I can get to this site www.vault.com from work
I can't get to it from home. Home provider is RCN
What language do I need to use? How should I say it? to RCN
to have them check to see if the problem is on their end?

Your post is entitled "DNS lookup error" Presumably you are seeing that message from your browser?
In terms of what to say, keep it simple. If we were to diagnose this to the point of failure, you would probably confuse the tech. Then they'd tell you to reboot your PC, etc. But if you tell the ISP "I can get to www.google.com but I can't get to www.vault.com" that's enough for them to chew on without getting confused.

You first need to see if the issue is you or them.
Go to a command line and try to ping vault.com
If it tries to get to 209.208.132.150 then the dns is working. If it can't find it or tries some other IP address (that is what it was a minute ago) then you need to flush your dns cache.
From the command line again type ipconfig /flushdns
(I'm assuming PC here, if it's a mac the commands are of course different)
Restart any routers, cable modems (though they probably don't hold dns info) and restart the computer and try the ping again. If you can get to it, problem resolved, if not then try to go directly by the ip address. If it's resolving the IP address correctly, but still can't receive back your ISP may be blocking it (or you may if you have a firewall, try with that off)
If it's not resolving it to the IP address, but you can reach it by typing in the IP address instead of the url, then you can put an entry in your hosts file until they resolve it. Drop them a note saying such and such an address is not resolving correctly with their DNS.
