Palm - OS language vs App language

OK, sorry for the elementary question but I have never got into PDAs...

I want to buy a Palm Tungsten E in the UK to take as a present to someone in Brazil. That person is multilingual so the fact that the OS is in English is of no consequence. However... hes a med student and wants to use it primarily to run these little medical data programs that are all the rage at the moment and intends on getting most of these from fellow students.

So, the questions is, will an app written for the Brazilian Portguese language run and display correctly on a UK English version of Palm OS?? Obviously the western character set is the same so its not like trying to run Chinese on it but I wondered if there was any other possibility of a problem?
