Google Translate for Android can do this and you can run it on an Android phone. You can download the target language information and operate off-line (i.e., without a data connection). It will speak its translation aloud in many, but not all, languages — it can do French, but not Hebrew, for example.

I got the Travis Touch via IndieGogo.

But it requires a SIM or wifi for most things. I haven't really had much chance to use it in the wild since the places I go most people encountered speak at least some English. But it appears to work well.

Another suggestion for Google Translate and download the language packs before you go. Works excellent and can speak many languages, also with the camera function it can translate signs in real time.

I've just tested Google Translate for Android and I can confirm that it doesn't read French translations when off line. Worse, it doesn't tell you that it can't or why it can't. It just blinks when you tap the Voice button.

I travel to Asia quite a bit and I was a regular Google translation user in the past (on an iPhone), I was looking for other options and download the Microsoft one with low expectations.
I was pleasantly surprised. I only use it now and never the Google. It's free, give it a try. You can download all the languages for offline use, not sure if it's what you are wanting.
