Map Maker
I have to make a map with markers on it.
Probably only have to do it once ever so I prefer not to purchase a map program if possible.
Google Maps does not work for maps in China.
Any suggestions?

Various alternatives for OpenStreetMap:

I've used MapBox for a simple set of points on a map, and it's easier than Google Maps Engine.
