Chicago Public Library already has 21-day checkout periods, and I assume many others do, too. If you're using a Kindle, you don't have to do anything to "return" a book. If you're online, it's deactivated automatically. If you're not, it deactivates next time you access the internet.

I can now verify that books through Overdrive that expire during time periods without WiFi connection are not removed from the device. You can continue to read them until you hit Wifi again.
