Most effective way of blocking pop-ups on Google Chrome

Sorry to bring this thread up, but im currently having problems even with ....... Plus installed. I still get those annoying ads and ads on youtube. I'm not sure why. Anyone know the reason? I currently clear my browser data like cookies, browsing history, etc. every two weeks. Not sure if that causes it. If it is the cause, what is the solution. If not, anyone know why I still get those ads regardless?

Yeah. I heard that ....... Plus prevents those annoying ads, but its not working out for me.

It works sometimes for that. Not all times.
