Panama "Initial Fee"

The hotel I'm staying at in Panama City is charging the following for internet access:

Internet Access
High Speed Internet Access
* Initial Fee: $15.00 (USD)
Wireless Data Connection
* Initial Fee: $15.00 (USD)

I presume that they are dinging me twice if I access wired or wireless. My concern is what an "initial fee" is. Any guess?

From my experience, the HSI Access would be if you were using a wired connection (laptop). Wireless data connection would be a seperate charge if you were connecting via a wireless device.

It should give more detail on the landing page when you connect, before it charges you.
