but i don't think you can do phone calls, or video on mobiles on wifi with google voice? Has to be a cellular network on IOs at least

On T-mobile I believe you can, but I don't have a T-mobile wifi calling enabled Android device, so not 100% sure.

But I can do Google Talk / video chat on wifi with my friends who have Android phones with Google Talk.
