Changing from WEP to WPA - order in which to do it?

I was having trouble with my wifi at my house the other day so I called the ISP. They told me to unplug the router to reset it and I would be all better. My question is, I am using my neighbors wifi and I was wondering how I go about discreetly asking him to unplug his router for a reset without him getting suspicious.

They make power strips you can reset via IP. Give the neighbor one (after you configure it), tell him it's a super duper power protection device for his router. This way whenever you need to reset it you can do it from your place. Have him plug in both the router and the modem into it.

There are places in the U.S.A. where theft of Wi-Fi is a felony.

Unbelievable. $400 fine and 40 hrs of community service for sitting outside a coffee shop to check your email? And it wasn't even the coffee shop owner who pressed charges. It was a bored cop looking for something to do.
