I thought the FAA rejected a similar request in early July and informed people that it would not regulate minimum seat size or airline legroom.

Since when can the FAA "introduce a bill"? Doesn't this need to be done by a member of Congress?
The FAA can make regulations that pertain to its mission, as can the DOT, or Congress can direct them to formulate regulations on certain issues.

What about H.R. 4: FAA Reauthorization Act of 2018, which has gone through the House (May 2018) and is pending in the Senate?
Sec. 541.Minimum dimensions for passenger seats(a)
In general
Not later than 1 year after the date of enactment of this Act, and after providing notice and an opportunity for comment, the Administrator of the Federal Aviation Administration shall issue regulations that establish minimum dimensions for passenger seats on aircraft operated by air carriers in interstate air transportation or intrastate air transportation, including minimums for seat pitch, width, and length, and that are necessary for the safety and health of passengers.

In any case, I have no objection to some minimum size and spacing standards. But, once you remove some seats, who gets left behind?

PITTSBURGH (CNN) — A new bill from the Federal Aviation Administration aiming to set minimum seat sizes on airplanes within a year is now in Congress.
