How is this normally done. Do they ask for volunteers first. If this happens
before check in, would not those without seats be bumped first using check in
priority system. I have never heard of doing this based on what you pay.

Why doesn't this make sense? Isn't IDB compensation tied to ticket price? So if UA gets to pick, wouldn't you assume them to pay out as little as possible.

At the gates when agents are asking for volunteers and taking invols, the scene can be chaotic. It's hard to believe an agent has the time to sort passengers by fares - especially fares with connections. I am not so sure I believe this.

This Canadian in the travel industry immediately recognized the name of one of the affected UA passengers, Bruce Poon Tip, runs a very successful adventure tour company called Gap Adventures and it's worth a chuckle to me he was flying on the cheap. Not totally out of character but I don't think he's hurting for bucks either.

There needs to be a minimum compensation level, intended to discourage overselling, and notably applicable where the passenger paid much less for his ticket.
