NTSB Chief Urges Child-Safety Seats on Planes
During a farewell speech, departing NTSB chairman Deborah Hersman recalled a number of instances where poorly secured children were lost, injured, and/or killed during aviation incidents and accident.

"When I came the board in 2004, it was almost unbelievable that that was still allowed to go on," Hersman said of unbelted children on airliners, in contrast to state laws requiring child-safety seats in cars. "They're just as valuable in the airplane as they are in the car."

The baby is still valuable. The question is in how dangerous is it for your baby in the car vs. the plane.
Your baby is still safer on the plane being held by its ankles than it was on the way to the airport in a private car, just because commercial air traffic is so safe.
It's still good for them to promote it, especially in instances like if you're doing a company move. After all, it's because of your company that your under-2 is even on the plane. In principal, they should pay for his/her seat like the military does. Why be uncomfortable to save them money??
If the NTSB ever gets their way is debatable but as long as they give it lip service, it might prompt more babies to ride in car seats, when possible, which is safer and more comfortable for everyone on board, including those of us with thick, curly hair that is soooo fun and reachable to the lap baby behind us!
