It was never completed and it was never occupied prior to opening as a Hilton. It is fully justifiable to describe the building as a brand-new hotel.

Many hotels in the region share the same history with the BKK Hilton. Structures almost completed and construction came to a halt, until several years later before being revived. These are definitely "brand new" hotels unlike some hotels which operated under another brand and undergone a facelift and rebranding like the Westin BKK.
