The government mask mandate ended on 23 June; however, private businesses can still require masks to be worn in order to patronize that business.
Bangkok's BTS still requires that one wears a mask to enter the BTS and - while I flew prior to the end of the government's mask mandate - it wouldn't surprise me if the airlines in Thailand are doing same.

I've been in a couple of offices here in Chiang Mai where the staff is wearing a mask but once I remove mine, the staff does the same. The overwhelming number of Thais that I see though are still masking up, even outdoors and even when alone outdoors.

I guess it is fluffy as usual - I read this excerpt from the Bangkok Post today slightly differently :
Those who are healthy can discard the mask when alone, exercising, eating, drinking or in an open space where social distancing can be practised, the DDC said.
I guess the open space where social distancing part is up for interpretation, in which case I guess you are right.
I have the same experiences as you regarding mask wearing in offices - and it has been this way for months now, as people pretty much stopped bothering. So whenever there is a silent consensus (secret hand-shake or bat-signal
) that everybody is fine, people take off their masks.
