Do any USA legacy carriers still serve BKK or can you buy tickets as codeshares? Those airlines usually have fully refundable FULL Y tickets. Business and FC fares that aren't discounted, such as J or C depending on the airline or FULL F, should also be fully refundable, although any extra fees such as telephone booking fees normally aren't refundable.

Pretty much all airlines have fully refundable fares. Full F/J/Y fares are just that. Fully flexible, fully refundable. Under certain circumstances you may have to pay a small fee $15-25, but I don't consider that non-refundable. If you buy a full F fare out of BKK on BA, you can get a full refund.

SQ charges $100SG for fully refundable fares.... do you think that's reasonable?

UA charges $75SG exSIN for fully refundable tix; they charge $150 exSGN for otherwise 'refundable tix'.

OP, TK has some fully refundable (no fee) fares exBKK.

A friend was recently forced to get proof of onward travel so I purchased a one-way DMK-PNH for him, in his name on Air Asia for 2,325 THB all in. I do not think he plans on using this ticket, so a throw-away to satisfy a IDB situation.
