Company policy lads. Just because the seats go unsold doesn't mean the company releases them for upgrades/awards (US airlines' style). Best way to describe this logic is "protecting the cabin".
Potential paying customers might instead wait it out for the upgrades, hurting TG revenue. SQ/LH/NH/OZ/LX all use this business strategy.
Same to hotels with suits.

LX is an even more restricted example. They don't release to partners period.

Pretty often that LH goes out with a less than half full cabin. Maybe not to some of the very heavy F routes, but even on Tokyo I have experienced 1 or 2 in the cabin. At T-14 LH releases award space to partners in general, but I am not sure they potentially fill the cabin with awards. Please note that until T-14,they generally don't release to partners at all.

Tokyo is a low F route for LH which is why it’s going to lose F capacity, LH RM is very good & at least they try to fill the cabin with awards/upgrades whilst retaining some last minute paid ticket capacity.

This thread is about poor award availability to SYD, on the flights I took the cabin was not half full but no awards were being offered for those flights days before.

And tbh, the situation of the F cabin going out with open seats and no awards available will happen on LH as well as on TG. I don't see why it should not, if it is too easy to get an award last minute it will hurt revenue bookings. Cue the long discussions of United and AA passengers unwilling to pay for J but very reluctant to sit in Y and basically expecting it to be possible to upgrade to J. It is not good for revenue.

Definitely happening. Have a booking BKK-SYD in F. Was showing F7 with 3 seats allocated for months. Week before UA devaluation it showed F1 with most seats taken. Last week showed F4 and now back at F6.
