Another not the end of the world comment, but I'm not seeing smileys on the threads where they've been inserted; I'm just seeing the address (ie.: http://www.flyertalk.com/forum/biggrin.gif).
Is it my settings or an IBB issue?

I am guessing you are looking at old posts (pre software change early April 2004).
All smilies in these old posts show as a url. Newer posts should show as smiley (eg
and ^ )
