I routinely hit the "you must wait 30 seconds between posts" and "you must wait 60 seconds between reporting posts" blocks.

Would it be possible to have some level of member (in a similar sense to Coupon Connection access) that lowers them a bit?

I don't know exactly what parameters you can easily tweak, but cutting both of those in half would probably solve 99% of my issues, and changing them to 20 and 30 would solve 95%.

No, I don't think this is going to be a big enough use case to change this

The main case where I find it easy to run into the "wait 60 seconds between reporting posts" is when a newly created would-be spammer account is trying to post-pad its way towards being able to post URLs, or some other somesuch threshold, and has run into the "new accounts are limited to 5 posts for the first 24 hours" limit.

The wiki on this thread: Report spam / spammer post issues here (PLEASE read wikipost) says, in part* "If it's multiple posts by the same person in different fora, one alert per forum is appreciated - it allows a more complete and quicker response." Often that's 5 different forums, meaning 5 different RBPs and having to wait out the 60 second circuit breaker 5x if you feel like reporting each one.

*literally -- it's where the "show more" cutoff appears and was previously truncated entirely at this point until I fixed it, which is what led to my other recent post in the "broken wikis" thread...

I've also run into that issue where someone makes a post so bizarre that I check their other four posts. It really disincentivizing doing anything if I have to sit there for 4 minutes waiting for the ability to report anything.

The common thread seems to be one-line post from a new account that doesn't quote any material and doesn't always exactly fit in with the flow of the thread. Bonus points for necroing an old thread or replying to the first post in the thread from years and years ago, or for posting in 5 wildly different forums that have nothing to do with each other.

The many random and capricious changes to site functionality and usability are strongly disincentivizing too, but I guess we're all masochists
