Why are some forums "double sub forums"?

Why are some forums "double sub forums"?

e.g. the Middle East forum is "FlyerTalk Forums > Destinations > Middle East including Egypt > Middle East ..." even though it is the only sub-forum in the "Middle East including Egypt" sub forum?

In contrast, "Africa" forum is directly under "Destinations".
