I had a similar problem for a while that might be applicable.
In IE, when clicking on my toolbar link for FlyerTalk, the page is not refreshed, sometimes even if I then hit the refresh button. However, if I use a Flyertalk link to return to the main page of one of the boards (like clicking on the FT XXXX links at the top of the page, the link to the board or specific forum at the upper right, or using the jump to at the bottom.
I didn't do anything special except to kind of adjust myself so that I don't end up with this problem. I naturally started clicking on the provided links or using my back button and tolerating the lack of a refresh.

I have a new twist to my original post.
Since the last interruption of service, I can't read my posts. Using the refresh feature doesn't work. They finally show up after a few sessions.
Any suggestions please.

If you're refreshing within the FT frameset (with the blue navigation frame in place at the top of the screen), your browser may only be refreshing the overall frameset and not the thread page. If that's not the case, using the built in FT navigation that robb mentions above should refresh it for you.

If both shift-refreshing doesn't work for you, providing you're doing that on the actual page (not the overall frameset), and using the internal FT links doesn't work, I don't know what else to tell you 
Are you behind a proxy? Maybe a work computer, or a home-based broadband connection? We've had refresh problem feedback from those types of configurations before...
