xx:30 time zone offsets are not correctly handled

xx:30 time zone offsets are not correctly handled
I am currently in India at GMT +5.5, manually changed my time zone accordingly, but was surprised to see both in the footer at the bottom of the page (see below) as well as the timestamps on posts, that the half-hour offset is essentially ignored. e.g. I am posting this at 4:40pm but it says "posted at 4:10pm" in the summary.
I haven't tested with the other :30 (and :45!) time zone offsets but I'm guessing the code that calculates these doesn't know that :30 and :45 offsets exist and is only considering the "hours" portion.
Reproduced on both my laptop (Chrome) and my phone browser (Opera, both in mobile and desktop mode)
Editing to add the "Today, 4:10pm" screenshot now that I've posted (even though it was really 4:40pm):
