I would say for FT members, although if a proposed change would create some winners and some losers, simple majority rule (does the number of winners exceed the number of users?) might not be the best criterion to evaluate this.

I'm inclined to agree with your general skepticism towards new forums on this one. The destination forums as a whole are lightly trafficked, I cannot think of a single city that needs to be split off from a parent forum and I think there are likely some forums that could be consolidated. I think that is in the best interest of FT.
