This policy is good, and bad, it was developed to help the community to make a fair practice of incorporating new forms. But it is also tedious as far as a process to make it happen goes.
I think that the policy needs to be modernized to create a clearer path to new forum creation.
Existing forums that have failed to get the 'traffic' that was expected should be re-considered on an established timeline to either merge them with other forums near what they are(and re-vitalize the forums together), or to remove it as a whole.
