There's a lot of variability in getting these pts.
I've gotten the page saying that if I book a room by calling in, I'll get the pts.
Other times, I just get a "the site is down" message but no offer for free pts; it would just tell me to call.
I wonder what makes them pull that trigger and conversely, what makes them hold back

Yes you will get the points all you do is call SPG and they will document your reservation and once your stay is completed you call once again and they add the points within 5-7 days. I have never had a problem have done it many many times... worth the two calls. I have banked over 3000 points using this method! :-:
