Bliss discount
I'm at the W Scottsdale and in my room is a signup form for SPG offering "instant benefits" if you enroll in SPG today.
These instant benefits are
1. 15% Food discount
2. 15% Bliss Spa discount
3. 15% W Store discount
Is this a special thing or is there a standing Bliss discount for SPG members?

I don't believe it is a standing discount; probably just a perk on sign-up - one time use...

The 15% food discount IIRC covers all elites at participating hotel restaurants through the end of September.
I've never seen spa or merchandise discounts except during regular sales.
