Booking without a fee on a *A website?

Booking without a fee on a *A website?
Are there any *A carriers that allow other *A carriers to be booked on their website, without charging a booking fee? For instance, how can I book a OSL-FRA flight operated by SK on some other *A site without a fee?
I know that .bomb does not charge any fees for flights operated by itself, but the site does not allow any non UA flights to be booked - so much for their blessed 'Alliance'
