Are there STARNET rules?

Are there STARNET rules?

There has been a lot of "talk" in the UA forum about UA blocking STARNET award inventory. Does anyone know if there are rules regarding what *A members can and can't do with STARNET? Have other alliance partners been known to block inventory?

Starnet is merely a "translator" to help the various different computer systems that the partners operate talk to each other in "real time".
It's used for various things like FLIFO on a flight operated by one carrier to be accessed by another carrier as well as access to reward inventory and last seat availability as other examples. If the carriers all used the same CRS or system, there would be not much need for it.
As it's merely a translator tool, what the carriers do and don't allow, in either outbound or inbound information is totally up to them. Each carrier runs it's own rules and policies for FF programs after all.

So does each carrier give different award inventory to different partners or is it the same inventory for any member to use?

In general, airlines offer

more availability for own FFP (or sometimes just own elites)
equal availability to other FFPs (but less than for own FFP)

However, the other FFP may itself filter (UA does this most aggressively).
