You need to clarify what you are asking?
If in relation to a standard *A rtw ticket, which is mileage based, then
a) if open jaw is between origin and final destination within the same country (international, as defined in the rules, is not allowed) then not counted - this is of benefit to those originating in "wide" countries (eg US, Australia, not sure about Russia since east and west are in different IATA zones)
b) open jaws en route, called surface segments, are counted for the purpose of total mileage but do not count as one of the flight segments allowed. They do count as a stopover.
Other tickets may have different rules. Of course you won't earn mileage for an open jaw (since not flying that leg).
