I went to Libya a couple of years ago and unless things have changed dramatically I would not fancy going there just to start another flight.
The general situation has obviously changed since then with regards their relationship with the west (or UK/US in particular) so maybe the authorities have changed.
I seem to remember needing 1 stamp from the Police the day before giving you permission to leave, which was a problem for me as I got stuck in the desert waiting for an F100 owned by an oil company to come and collect us, and so missed sending my passport with the others. We were on a UK Trade Mission.
You needed 2 stamps on your boarding card in the airport and 3 seperate passport/boarding card checks. I personally encountered some 'fun' when leaving as they said the picture on my passport wasn't me. It was less than 12 months old

Speaking with the BA FA's they told us they were under strict instruction not to leave the aircraft while on the ground.
Still, at those prices it's very tempting

I have somewhat Unique experience here (as I'm sure at least one poster may know
). Have a look at www.libyavisa.info for a rough guide on actually getting a visa.
I remember asking the home office about UK Citizens and not requiring visas for transit: I was referred to the Libyan embassy - and I can tell you first hand that if you get any useful information from them it is either:
a) an error
b) an accident
c) designed to throw you off the scent

The advice on www.libyavisa.info is sound though a couple of observations:
It's cheaper to get your passport translated by the Arab-British Chamber of Commerce (http://www.abcc.org.uk/public_noflash.html) in London - the going rate is about 12.
Also, I've been in touch with the Corinthia Bab Africa Hotel. They don't organise for a letter of invitation but will refer you on to some agencies that will (but don't hold your breath for a speedy reply). The downloadable form appears to be for an employment visa application for the hotel, so I suspect might be frowned upon, if applying for a tourist visa.
As for getting around the min. party of four per visa application, PM me if you want some more info on this.

The hotel itself made the arrangements for me, and the form was emailed to me by them... Things may well have changed, the information is current only to May 2003. I'll update the translation section - thank you.

As you only need a one-way: Air Malta (discounted Y) LHR-TIP GBP 166. Alternatively, if you're a BA EC member, book a one-way flight award (12,500 miles) and pay taxes only (38.90).
