It's not even a perk for Star Alliance Gold between more tightly partnered airlines like United and Lufthansa. UA Star Gold doesn't even guarantee seat selection on Lufthansa in many cases. So Star Alliance Silver certainly wouldn't inherently confer this perk - it would mostly be related to who you book your ticket through and what fare you buy.

They do not. Honestly Star Silver is a pretty useless status level to have - the perks only get materially beneficial when you hit Star Gold and even Star Gold does not grant you free seat selection explicitly as a perk of the status.

No - and Qantas wouldn't reflect Star Gold as they are not Star Alliance - assume you mean One World status for Qantas.

All Star Alliance airlines allow you to enter your program information - whatever FF program you're in and your member #. It will not state star alliance status during checkout and will allow you to purchase checked luggage even though you're entitled to free bags (if you're star gold). In some cases once booked, it will note free bags or whatever other perks on the reservation but this isn't always the case.

Why does it matter though? There are no Star Silver perks that would benefit you during the booking process. Again, Star Silver is essentially worthless.

*S used to grant an extra baggage allowance in the not-so-distant past. Now it means practically nothing system-wide. The only value you will get from *S is on the airline that you earned it for, and even that is trifle, at best.

Maybe on the airline with which the status was held, certainly not alliance wide IME.

Right - which when it's just for the airline you actually have the status with, means the benefits are from the individual airline status, not the Star Alliance status. So the point around the Star Silver status not conferring benefits stands.

UA used to allow a checked bag for *S until a few years ago (never had status on UA and was definitely not *G at the time). Not sure when that benefit went away, but I took advantage of it quite a bit at the time. All my other *A flights were TATL/TPAC, so I never needed to know or care about their policies, as I never have more than one checked bag.

This benefit was first downgraded in 2011 and then removed in 2014 entirely so it has been quite some time since the benefit was offered.
